No on proposition P in Pico Rivera

It's funny living in a city where people tolerate corruption. Take my city, Pico Rivera. There's a proposition "P" on the ballot asking for a one cent sales tax increase in the city of Pico Rivera, the Paris of East LA.
Philosophically, I'm not that opposed to it, despite it being a tax increase. That is because I believe that taxes and spending should be as local as possible. I'd prefer food stamps to be a state or county enterprise, for example.
What I've seen, however, is the city use city funds and city employees to promote a tax increase for them. My first exposure to the measure was a commercial at the city park for a showing of Ratatouille.
I've also seen city employees giving out pamphlets at a Church fair. Is this legal? Did anybody ask?
Anyways, these tactics deserve a "no" vote.
